About UK Traffic Management Qualifications
Traffic management operatives and supervisors in the UK must hold recognised qualifications to legally install, operate, and oversee temporary traffic control measures on public roads. The key qualifications are delivered under the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004, covering street works and highway works respectively. Operatives must also hold a Chapter 8 qualification for working on or near moving traffic on public roads.
The qualification knowledge covers four core areas:
- Legislation: New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004, Health and Safety at Work Act 1974, CDM 2015, the Traffic Signs Regulations and General Directions (TSRGD), and Traffic Advisory Leaflets (TALs)
- Chapter 8 Traffic Management: the Traffic Signs Manual Chapter 8 principles, cones, signs, and road markings for temporary traffic management; vehicle-mounted signs; safety zones; lane closures; and contraflow systems
- STOP/GO and Signal Operations: two-way traffic control using STOP/GO boards, portable traffic signals, banksman procedures, communication between operatives, and night working requirements
- Risk Assessment and Safe Working: hazard identification, method statements, risk assessments, PPE requirements (high-visibility clothing, hard hats), emergency procedures, and incident reporting under RIDDOR
Qualifications include the Highfield Level 2 Award in Principles of Traffic Management, the LANTRA Chapter 8 Operatives award, and NRSWA unit certifications. All are assessed by written exam and/or practical assessment.
Important: Working on or near a live carriageway without the correct qualification and method statement in place is a criminal offence and a serious health and safety violation. Unqualified personnel can face prosecution under the Health and Safety at Work Act 1974. Chapter 8 qualifications must be renewed periodically, check your card's expiry date before works begin.
